Dear Government of Akwa Ibom State
The crisis of youth unemployment in the state has reached a tipping point that the state and its institutions need to urgently address the huge crisis of youth unemployment in the state through well-tailored polices for young people’s development and participation.
Unemployment rate in Akwa Ibom State (34.1.percent) is higher than the national average of 22.8 percent in urban and 20.7 percent in rural areas (NBS, 2012:500).
Budgetary allocations to the Ministry of Youths and Sports fall far from actual receipts and mostly utilized on sports.
To address the problems of youth unemployment and youth poverty in Akwa Ibom, a strategic vision and plan of action for youth empowerment in Akwa Ibom state is required, especially considering that there is no state policy or guidelines for youth empowerment. Youth Alive Foundation and a coalition of civil society organizations have developed a blueprint for the appropriation for this fund based on research and consultations with youths.
7 key areas were identified for investment:
- Enterprise and Entrepreneurship Development
- Making Youth Related Public Institutions and Facilities work
- Labor Market and Youth Demographic Research
- Transition to Work Programs
- Technical and Vocational Education Training
- Attitudinal Re-orientation Programs
- Economic Diversification into Non-Oil Sector
So we are calling on you, the executive Governor of Akwa Ibom State and Members of Akwa Ibom State House of Assembly to enact a law that allocates 10% of the oil derivation fund to set up a Youth Empowerment Fund that will fund youth empowerment initiatives in a holistic framework to address unemployment in a strategic and sustainable manner. Enacting a law will set up legal and institutional framework. Enacting policy and institutionalizing the 10percent4youths fund will ensure sustainability so that subsequent governments can build on the efforts of this administration and ensure a sustainable future for the Akwa Ibom Youth.
